The Delta Reform Act of 2009 requires that the State Water Resources Control Board develop new flow criteria describing the flows needed to protect public trust resources in the Delta. In theory, these criteria will inform the BDCP and Delta Plan, while furthering the Legislature’s co-equal goals of ecosystem restoration and water supply reliability. A roughly 200-page draft report (PDF) has been released just today. The report includes flow criteria recommendations, summarized at pages 128-136. At its upcoming meeting on August 3, the State Board will consider a resolution to approve this report.
